While the structural design parameters may need to be beefed up a little to reduce the idiot under ride phenomenon, I suggest that lowering the clearance from the ground is not well thought out.
There are many dock locks in use now that will not permit docking close enough to the building to access the dock plates if there is a significant lowering. There are portable ramps, for sure, but many customers will resist the required investment. And who gets blamed? Of course it is always the driver! Also there are cases now of getting hung up in driveway entrances and exits that are designed for straight trucks with higher clearances. Just block the driveway for anything over just a few minutes and then the accusations and threats begin.
Why should the trucking industry have to bear the brunt of a problem that is basically the fault of ignorant, dangerous, or inattentive operation of a motor vehicle? The money and effort should be invested in removing these drivers from our roadways! Attack the problem not the symptoms!
